미국 11월 중간선거를 7주 앞두고 미국 연방준비제도(연준)가 정책금리를 인상했다. 케빈 워시 연준 의장은 9월 연방공개시장위원회(FOMC) 정례회의에서 정책금리를 0.25%포인트 올려 연3.75~4.00%로 조정했다. 2023년 7월 이후 첫 금리 인상이다. 이번 결정은 만장일치로 이루어졌으며, 연준은 인플레이션 상황에 따라 추가적인 정책 대응 가능성도 열어두었다.

이번 9월 금리 인상은 정책금리 0.25%포인트의 변화로만 볼 일이 아니다. 더 중요한 것은 워시가 어떤 상황에서, 어떤 메시지를 가지고, 어떤 선택을 했느냐이다. 특히 대통령의 공개적인 금리 인하 요구와 중간선거라는 정치 환경에서 연준이 인플레이션을 이유로 금리를 올렸다는 것은 중앙은행 독립성과 시장 신뢰라는 보다 큰 주제로 연결된다.

워시는 8월 잭슨홀 미팅에서 이미 방향을 제시했다. 그는 인플레이션의 기저 추세가 충분히 개선되지 않았다며 물가안정에 대한 확고한 대응 의지를 강조했고 인플레이션이 명확하고 충분한 속도로 완화되지 않는다면 통화정책 결정자들에게 할 일이 많다고 말했다. 당시 워시는 특정한 금리 인상 경로를 미리 제시하지 않았지만 시장은 그의 발언을 매파적으로 해석했고 금리 인상 기대도 높아졌다. 그리고 9월 FOMC에서 워시는 자신의 언어를 행동으로 옮겼다. 말보다 행동을 통해 중앙은행의 반응 함수를 보여준 것이다.

이것은 워시의 통화정책 커뮤니케이션과도 연결된다. 워시는 시장에 정책 경로를 미리 떠먹여 주는 방식의 포워드 가이던스(forward guidance), 즉 사전적 정책방향 제시를 경계해 왔다. 중앙은행이 미래의 금리 경로를 지나치게 자세하게 제시하면 시장이 중앙은행의 신호에만 반응하고 중앙은행은 다시 시장의 움직임을 정책 판단의 근거로 삼는 '거울의 방(hall of mirrors)'이 만들어질 수 있다는 것이다.

워시가 추구하는 것은 중앙은행이 시장을 대신해 가격을 결정하는 것이 아니라 시장이 스스로 위험과 경제의 기초여건을 가격에 반영하도록 하는 것이다. 따라서 그의 커뮤니케이션 실험은 단순한 말의 변화가 아니다. 중앙은행과 시장 사이의 관계를 다시 설정하려는 시도다. 그런 의미에서 이번 9월 금리 인상은 더욱 중요하다. 워시는 시장에 지나치게 구체적인 정책 경로를 제시하지 않으면서도 필요한 순간에는 실제 행동을 통해 물가안정에 대한 의지를 확인했다. 모든 것을 설명해 주는 중앙은행이 아니라 시장이 스스로 판단하도록 공간을 남겨 두되 책무가 요구하는 때에는 행동으로 신호를 보내는 중앙은행에 가까운 것이다.

여기서 말을 줄이는 것이 신호를 없애는 것은 아니다. 워시의 커뮤니케이션은 중앙은행의 언어를 시장에서 완전히 철수시키는 것이 아니며 말의 양을 줄이는 대신 행동의 의미를 더욱 크게 만드는 방식으로 볼 수 있다. 시장이 중앙은행의 다음 행동을 미리 맞히도록 하는 것이 아니라 중앙은행이 무엇을 중요하게 보고 어떤 조건에서 행동하는지를 시장 스스로 해석하도록 하는 것이다.

이는 시장 신뢰의 성격을 다시 생각하게 한다. 중앙은행의 신뢰는 중앙은행이 시장의 기대에 항상 부합하는 행동을 할 때 형성되는 것이 아니다. 오히려 시장의 기대와 정치적 요구가 충돌하는 상황에서도 중앙은행이 자신의 책무에 따라 일관된 결정을 내릴 수 있다는 믿음에서 형성된다. 이번 결정은 바로 그 시험대였다. 도널드 트럼프 대통령은 오랫동안 연준의 금리 인하를 요구해 왔다. 이번 금리 인상 직후에도 미국의 금리는 1% 이하가 되어야 한다고 주장했다. 트럼프 대통령은 워시를 직접 공격하기보다는 연준 이사회 전체를 비판하면서 금리 인상이 정치적 동기에 따른 것이라고 주장했다. 동시에 워시에 대해서는 여전히 신뢰를 표시하는 발언을 했다. 중요한 것은 워시가 트럼프 대통령이 임명한 연준 의장이라는 사실 자체가 아니라 임명권자와 정책결정권자의 관계가 실제 정책 결정에서 어떻게 작동하는가이다. 중앙은행의 독립성은 정치적 압력이 있더라도 통화정책의 판단 기준을 법적 책무에 둘 수 있는 제도적 능력을 의미한다. 9월 FOMC는 이를 시험했다.

이번 금리 인상은 미국 국채시장과도 맞물려 있다. FOMC 결정 직전 10년 만기 미 국채 금리는 2007년 이후 가장 높은 수준까지 상승했다. 인플레이션에 대한 우려와 재정적자 확대, 에너지 가격 상승, 국채시장에 대한 위험 프리미엄 등이 장기금리에 복합적으로 반영되고 있는 상황이었다. 장기 국채 금리는 정부의 자금조달 비용에만 영향을 주는 것이 아니다. 미국의 주택담보대출 금리와 기업의 회사채 금리 등 민간경제의 광범위한 차입비용에 영향을 미친다. 따라서 장기금리 상승은 연준이 정책금리를 직접 움직이지 않더라도 금융 여건을 긴축시키는 중요한 경로가 된다.

이 대목에서 워시가 그동안 강조해 온 시장에 떠먹여 주지 않겠다는 통화정책 커뮤니케이션과 시장금리의 역할이 다시 연결된다. 정책금리를 직접 움직이는 것뿐만 아니라 시장이 인플레이션, 재정적자, 국채 공급, 에너지 가격, 성장 전망을 가격에 반영하도록 하는 것도 금융 여건을 변화시키는 중요한 경로이기 때문이다.

과거 중앙은행의 통화정책은 주로 정책금리를 움직이고 시장이 그 신호를 따라가도록 하는 방식이었다. 그러나 워시가 보여주는 접근은 시장금리 자체를 하나의 정책환경이자 정보로 바라보는 것이다. 중앙은행이 시장을 움직이는 동시에 시장이 다시 중앙은행의 정책 판단을 검증하는 구조다. 따라서 '정책금리 → 시장금리'라는 일방향적 관계가 아니라 '정책금리 ↔ 시장금리'라는 쌍방향적 관계가 중요해진다. 워시의 통화정책은 시장과 중앙은행의 관계를 재설계하려는 실험으로 볼 수 있다.

이번 금리 인상이 미국의 장기금리에 어떤 영향을 줄까. 장기금리는 정책금리만으로 결정되지 않는다. 재정적자와 국채 공급, 인플레이션 기대, 기간 프리미엄, 성장 전망, 글로벌 자금 흐름 등이 함께 작용한다. 장기금리 상승을 근본적으로 완화하려면 재정의 지속가능성에 대한 시장의 우려를 줄이는 정책적 노력이 필요하다. 최근 스콧 베선트 재무장관은 장기 차입비용을 낮추기 위한 국채 매입을 추진했고 이는 통화정책과 긴장 관계를 형성했다. 베선트는 9월 FOMC 직전 하원 금융서비스위원회 증언에서도 국채 매입을 옹호했다. 그러나 장기금리는 국채 공급만의 문제가 아니며 인플레이션과 재정정책에 대한 시장의 종합적인 판단이 반영된 것으로 볼 수 있다.

트럼프 대통령은 공화당이 11월 중간선거에서 승리할 경우 모든 미국인에게 5000달러의 배당금을 지급하겠다고 했는데 이는 실현되지 않더라도 재정건전성에 대한 의지를 보여주는 신호라고는 보기 어렵다. 베선트는 의회 증언에서 1조 달러 이상이 소요될 수 있는 트럼프의 배당금 지급 계획은 꽤 오랫동안 검토해 온 것이라며 이를 지지했다. 재정정책의 향방과 국채시장의 관계를 더욱 복잡하게 만드는 요소다.

케빈 워시의 이번 9월은 금리를 올린 데 머무는 것이 아니라 정치적 압력과 시장의 기대가 동시에 커지는 환경에서 중앙은행의 독립성과 시장의 가격 발견 기능을 어떻게 함께 유지할 것인가를 시험한 9월로 기록될 수 있을 것이다.

시인이자 사상가인 로버트 프로스트의 '가지 않은 길(The Road Not Taken)'은 선택의 순간을 생각하게 하는 시다. 중앙은행의 역사에서도 익숙한 길을 그대로 따라갈 것인지 새로운 제도적 관계를 만들어 갈 것인지 선택해야 하는 순간이 있다. 워시에게 9월은 그런 선택의 순간이었다. 워시가 선택한 길은 정치적 요구와 시장의 기대 사이에서 어느 한쪽에 편승하는 길이 아니라 중앙은행의 책무를 중심으로 그 관계를 다시 설정하려는 길이라고 볼 수 있다.

9월 FOMC는 워시가 정치로부터의 독립을 행동으로 확인하고 시장과 새로운 신뢰 관계를 구축하기 위한 첫 번째 교두보를 놓은 순간​이라 하겠다. 그 교두보에서 중앙은행의 역할은 한 차원 더 확장될 수 있다. 중앙은행이 금리를 결정하는 기관에 머무르지 않고 정치와 시장 사이에서 신뢰의 조건을 설계하고 가격 발견의 질서를 관리하는 최종 신뢰 설계자(trust designer of last resort)​로 진화해 나갈 수 있기 때문이다.

Seven weeks before the U.S. midterm elections in November, the Federal Reserve raised its policy rate. At its September meeting of the Federal Open Market Committee (FOMC), Fed Chair Kevin Warsh raised the policy rate by 25 basis points to a range of 3.75% to 4.00%. It was the first rate hike since July 2023. The decision was unanimous, and the Fed left the door open to further policy action depending on the inflation outlook.

The significance of the September rate hike cannot be measured simply by the 25-basis-point increase in the policy rate. More important is the situation in which Warsh made the decision, the message he sought to convey, and the choice he ultimately made. In particular, the fact that the Fed raised rates to address inflation amid an openly expressed presidential demand for lower rates and the political environment surrounding the midterm elections connects the decision to the broader issues of central bank independence and market trust.

Warsh had already signaled his direction at the Jackson Hole meeting in August. He emphasized that the underlying trend in inflation had not improved sufficiently and reaffirmed his determination to maintain price stability. He said that if inflation did not move down clearly and at a sufficient pace, there would be much more for monetary policymakers to do. Warsh did not explicitly lay out a path for rate hikes at the time, but markets interpreted his remarks as hawkish and raised their expectations for a rate increase. At the September FOMC meeting, Warsh translated his words into action. He demonstrated the Fed's reaction function through action rather than words alone.

This is also closely connected to Warsh's approach to monetary policy communication. He has been wary of forward guidance, that is, explicitly signaling the future direction of monetary policy, in a way that spoon-feeds markets with the policy path in advance. When a central bank provides excessive detail about the future path of interest rates, markets may respond primarily to the central bank's signals, while the central bank in turn may begin to use market movements as a basis for its own policy judgments. The result can be a hall of mirrors.

What Warsh seeks is not for the central bank to determine prices on behalf of the market, but for markets to incorporate risks and underlying economic fundamentals into prices on their own. His communication experiment, therefore, is not simply a change in rhetoric. It is an attempt to redefine the relationship between the central bank and financial markets.

In this sense, the September rate hike is particularly significant. Warsh refrained from providing markets with an overly detailed policy path, while nevertheless confirming the Fed's commitment to price stability through actual action when necessary. Rather than a central bank that explains everything in advance, his approach is closer to that of a central bank that leaves room for markets to make their own judgments while sending a clear signal through action when its mandate requires it.

Here, it is important to distinguish between speaking less and eliminating signals altogether. Warsh's communication strategy does not mean that the central bank is withdrawing its voice from the market. Rather, it can be seen as reducing the volume of its words while increasing the significance of its actions. Instead of enabling markets to anticipate the Fed's next move with ever greater precision, the aim is to encourage markets to determine for themselves what the Fed considers important and under what conditions it is likely to act.

This raises a broader question about the nature of market trust. Central bank credibility is not necessarily created when a central bank always acts in accordance with market expectations. Rather, it is rooted in the belief that even when market expectations and political demands collide, the central bank can make consistent decisions based on its institutional mandate. That was precisely the test posed by this decision.

President Donald Trump has long called for lower interest rates. Immediately after the rate hike, he again argued that U.S. interest rates should be kept at 1% or below. Rather than directly attacking Warsh, Trump criticized the Federal Reserve Board as a whole and argued that the rate increase was politically motivated. At the same time, he continued to express confidence in Warsh. The important issue here is not simply the fact that Warsh was appointed by President Trump, but how the relationship between the appointing authority and the policymaker operates in actual policy decisions. Central bank independence means the institutional capacity to base monetary policy decisions on its statutory mandate even when political pressure is present. The September FOMC meeting put that principle to the test.

The rate hike also came against the backdrop of the U.S. Treasury market. Just before the FOMC decision, the yield on the 10-year U.S. Treasury note rose to its highest level since 2007. Concerns about inflation, widening fiscal deficits, higher energy prices, and risk premiums in the Treasury market were all being reflected in long-term yields. Long-term Treasury yields affect more than the government's borrowing costs. They also influence a wide range of private-sector borrowing costs, including U.S. mortgage rates and corporate bond yields. Rising long-term yields can therefore tighten financial conditions even without a direct change in the Fed's policy rate.

This is where Warsh's emphasis on not spoon-feeding markets and the role of market interest rates become interconnected once again. Monetary conditions are shaped not only by the policy rate itself, but also by the extent to which markets incorporate inflation, fiscal deficits, Treasury issuance, energy prices, and the growth outlook into asset prices.

In the past, monetary policy was largely understood as a process in which the central bank moved the policy rate and markets followed its signal. The approach Warsh is demonstrating, however, treats market interest rates themselves as both a policy environment and a source of information. The central bank moves markets, but markets in turn assess and test the central bank's policy judgment. The relationship is therefore no longer simply a one-way channel from policy rate → market rates. Increasingly, the two-way relationship, policy rate ↔ market rates, matters. Warsh's monetary policy can thus be viewed as an experiment in redesigning the relationship between the central bank and financial markets.

What effect will this rate hike have on long-term U.S. Treasury yields? Long-term yields are not determined by the policy rate alone. Fiscal deficits and Treasury issuance, inflation expectations, term premiums, growth prospects, and global capital flows all play a role. Fundamentally reducing upward pressure on long-term yields therefore requires policy efforts to ease market concerns about fiscal sustainability. Recently, Treasury Secretary Scott Bessent has pursued Treasury purchases aimed at lowering long-term borrowing costs, creating a potential tension with monetary policy. Bessent defended the Treasury's buyback strategy in testimony before the House Financial Services Committee shortly before the September FOMC meeting. Yet long-term yields are not simply a function of Treasury supply. They also reflect the market's broader assessment of inflation and fiscal policy.

President Trump has also proposed paying a $5,000 dividend to every American if Republicans win the November midterm elections. Even if the proposal is never implemented, it is difficult to view it as a signal of a commitment to fiscal consolidation. Bessent told Congress that the proposal, which could cost more than $1 trillion, had been under consideration for some time and expressed support for it. This adds another layer of complexity to the relationship between the direction of fiscal policy and the Treasury market.

Kevin Warsh's September should be remembered not simply as the month in which he raised interest rates, but as a month in which he tested how the Fed could preserve both central bank independence and the market's price discovery function at a time when political pressure and market expectations were simultaneously intensifying.

Robert Frost's The Road Not Taken is a poem that invites reflection on moments of choice. The history of central banking, too, contains moments when policymakers must decide whether to follow a familiar path or establish a new institutional relationship. For Warsh, September was such a moment. The path he chose can be understood as an attempt not to align himself with either political demands or market expectations, but to redefine the relationship between the two around the central bank's institutional mandate.

The September FOMC meeting can thus be seen as the moment when Warsh laid the first foundation for demonstrating the Fed's independence from political pressure through action and a new relationship of trust with financial markets. From that foundation, the role of the central bank could expand to a new level. Rather than remaining merely an institution that sets interest rates, the central bank could evolve into a trust designer of last resort, an institution that helps design the conditions for trust between politics and markets and shapes the framework within which price discovery takes place.
